Usually a second hand low power business machine would be sufficient, with PCIE slot where you can add one Intel Arc card for transcoding. If you want new, then I would suggest a motherboard with build-in Intel N100 cpu or something newer, as long as you have a PCIE slot in the computer you can add Intel Arc card that will transcode everything no issues.
If you need a lot of m.2 slots and a lot of sata ports then you need to look at specific motherboards, if you want low power then look for a cpu first and then motherboard that works with it. I use pcpartspicker to look at parts. Usually the more recently released motherboards have more m.2 slots.
AMD cpus work well with linux so probably a recently released low tier cpu would be good because they are efficient and you can add a 50w Intel Arc to use with Jellyfin.
