Echoing TheDreadPirate, this looks to me like an issue with your OS related to its administration of the GPU. It could be a a driver issue. It could be a hardware issue. It could also be something super dumb like having the wrong GPU selected in the BIOS. In any case, I think your most likely troubleshooting targets here are actually outside of Jellyfin itself. A clean reinstall of the GPU drivers and some external tests to verify that the GPU is installed and accessible to other accelerated apps would be a solid first step.
