    {There's progress. I can now use localhost:8096 to access the "new" server it just is not showing my libraries, users, or plugins, but is most definitely using the ProgramFiles and ProgramData file locations, and all of those things are in the expected files}
    While writing this I decided to do a password reset and it seems its actually running off of my user instead of directly from ProgramData and Program files it's

     C:\Users\Blaze\AppData\Local\jellyfin

    Which install type did you select? Basic or service?

    wtf. Should definitely be using ProgramData. Try running the installer as admin.

    It still is going through users instead of directly off the C: drive

    Quick edit: I could also try moving the files from my backup into the new areas being pulled from and see if it works off of that?

    That worked and has given me a relatively identical experience, but I am slightly worried about file access in the future but since this is an admin account it should always have access.
