I am curious what everyone thinks of a Dell Optiflex 3060 i3 8th Gen as a media server. At the extreme I would have 2-3 streams at once. But 99% of the time it would be just 1

As long as you media library uses codecs your processor can decode in hardware, it should do fine with the number of users you have.

I used an OptiPlex 3080 (?) as my last server before I built my own and was pretty impressed with the results. Some issues with 4K and complex formats (multiple transcode reasons, high --> low bitrate, video + subtitle or audio) but overall it was pretty solid. Get rid of any outdated low-pro dGPU if the model you get comes with it, as it likely won't do you any good, but the 8th gen Core processor will treat you right and has solid support in whatever ecosystem you choose (but go with Linux).
