I finally got Jellyfin to install and work on Docker, and can access it from a web page. Problem is I do not get any start wizard at first. I found out to go to "/web/index.html#!/wizardstart.html" to solve this. OK fine, I created an account and am able to login. Problem is once I am able to log in I can not do anything. The settings option to manage the server are not available to my logged in account (the menu at the top left of the screen). As such I also can not add libraries.

Docker version jellyfin/jellyfin:latest, so I am thinking something has to be missed somewhere along the setup. I did try to delete /srv/jellyfin/* and restart, but that did not help. So I eventually tried linuxserver/jellyfin. Same thing. At least this time I did not add any library during the startup wizard so I had "Would you like to create one now" link on the main page. Clicking on that does bring up the menu. Once I add a library I lose that link of course. I can get to it by hitting the back button, and can conceivably just bookmark that page.

But it seems that an admin account should have a link to edit settings. Am I missing something here?

This also happened to me when I first started jellyfin with docker, when I tried accessing it via http://localhost:8096. Have you tried accessing it via http://[your-ip]:8096? When I used that page, I was able to get the start wizard

Try clearing your browser cache. If you had Jellyfin installed via another method on the same host, your browser is probably caching the prior version.
