For testing purposes, how do I force Jellyfin to transcode a 4K video into 1080p?

For testing purposes, how do I force Jellyfin to transcode a 4K video into 1080p? Do you set a bitrate limit or is there a resolution setting I can set? Sorry if it's a noob question, I've just never done it before. Specifically looking at:

- Jellyfin Android TV
- Jellyfin Media Player

You reduce the bitrate to about 6Mbps the server will do resolution scaling to encode in 1080p for this bitrate in most cases.
