Did you happen to document what firmware components were upgraded and what the old and new versions were?

Unfortunately I do not remember the old versions, but I do know that I was only able to update the SOC firmware, and the OPRom code. I couldn't find OPRom data or firmware data for my card.
The new version I used was 101.6449, from that TechPowerUp page.

Do I need a dummy plug in the GPU to transcode?

I don't THINK you do. Maybe on early firmware. But the newer firmware you installed SHOULD have fixed that. But worth a try to plugin a monitor.
