Is the audio quality setting global or client specific?

My large audio files will eat up my data plan unless I lower the bitrate.

Is this setting separate on every client or is it global per user or is it global on the whole server?

If it's in the dashboard, it should apply to all clients. If it's in the client settings, it only applies to the client.
