    I want to deploy Jellyfin on a server with E5 2660 v4 CPU and 32GB memory. Is this server able to handle transcode of 4K video file? If not, how about 1080p?

    No, it won't be fast enough for 4K realtime transcoding with CPU alone. 1080p should be OK.

    Then how about if I add a graphic card to the server for supporting transcoding 4K. Is there any suggestion for buying a graphic card? The key point is to spend as less as possible for meeting the requirement.

    An Intel Arc A310 or A380 are cheap, readily available, and great for transcoding. Including HDR.
