H.264 Transcoding Not Working on AMD 5600G

Hardware Acceleration will work for HEVC and VC1 codecs, but not for H.264

So after following a Hardware Acceleration guide online, I was able to get hardware acceleration to work for 1080p VC1 and 4K HEVC with HDR video. But for some reason, it still doesn't want to transcode for 1080p H.264 and will always resort to direct play. I'm using radeontop to confirm GPU utilization for each codec.

I have VAAPI Hardware Acceleration, and currently have H264, HEVC, VC1, and HEVC 10bit selected for hardware decoding. I'm not sure why hardware acceleration is working for this specific codec. Any help to resolve this issue would be much appreciated.

    Server Specs:
OS: Unraid (Jellyfin is runing on Linux Docker)
    Jellyfin Release: 10.8.10 (Latest)
    CPU: AMD Ryzen 5 5600G

    - Direct play means that transcoding is not necessary since the video codec is compatible with your client.

    - AMD VAAPI HDR tone-mapping in JF 10.8 requires ROCm OpenCL runtime but it should works out of the box in JF 10.9.
