Hoping for an explain like I'm five help level.

I have a basic set up and I am the only user. I use the desktop app on my PC and the android app on the Nvidia shield. I believe I have it set up for my PC to do the transcoding and it has been this way since day one.

Recently, in the last week I have been experiencing significant stuttering and hard pauses on all media (ranging from 2160p files to small 480p stuff) and both the PC and Shield. both PC and shield are hardwired, and the PC is not under heavy use at any times that may affect playback. I am on the current server and App updates (as far as I'm aware).

I'm not sure where to start to fix this or how to troubleshoot.

Can you share your full jellyfin log via privatebin.net?

When trying to open the log, I get, "error processing request"

This is not the current one, but from yesterday. For the log from today, I get that error.

What are the specs of your setup? And is the storage for the media a locally attached hard drive or network share? The only thing I see is a library scan going on. All the videos are direct playing so it isn't a transcoding issue. So the issue is either the library scan consuming all the available resources or a network performance issue.

Locally attached harddrive for the PC, and Network for the shield, but hardwired and local. Is it bad timing with a library scan? The network should be fine capacity-wise as I'm the only one using it

And the specs of the server? It would have to be a pretty old and slow CPU to not be able to handle a library scan and simply serve video files.

You can try limiting the number of threads that library scans use in Dashboard > General. Set "Parallel library scan tasks limit" and "Parallel image encoding limit" to 1 or 2.

This is running off my PC with dedicated media hard drives. Is that the issue?

No. Directly attached hard drives is very much preferable to network storage. But the other specs are more important. CPU? RAM?
