You should be using systemctl to manage jellyfin.

Stop the current instance you are running and use "sudo systemctl start jellyfin".

Yes, this seems to have worked. i can log in now. What kicked this all off was me assuming that jellyfin was something that i could launch via my applications rather than something to be logged into in a web browser.
