Build used to be displayed in the Dashboard but now it just says 10.9.7. Haven't had a chance to dive into Docker yet. I would agree that your assumption is likely true as I tend to upgrade only on releases at least once a month.
My Roku is a Streaming Stick 4K (3820X). Had a second to update but not next to my Roku at the moment so I'll edit this post with the Roku OS version. I use this one infrequently during travel, so the first steps when firing up are to update EVERYTHING since these devices are so bad about never forcing an update but just straight up not working properly.
