I solved this problem by going to AppData\Local\JellyfinMediaPlayer\jellyfinmediaplayer.conf> "forceFSScreen": "",
Find this line and change it to "forceFSScreen": "DISPLAY1". But your primary display in windows needs to be set to DISPLAY1 as well. This will not work if you write "DISPLAY2" and set your monitor to "DISPLAY2" as primary. This will kick it out of "stuck in fullscreen" mode.
It did not solve the issue reinstalling, even when deleting the appdata as part of the reinstall.
Windows 11, dual monitor set up.
