Intel Arc GPUs are transcoding champs, IMO. The entire Arc lineup has the same encoding engine so getting the base A380 will get you the same transcoding performance as the top A770.
Also, if you are going the Intel Arc route, you can stick with your motherboard choice. But consider spending 19 GBP more and get the Ryzen 5500 instead of the 3400G. You get 2 more cores and those cores are full Zen 3 cores instead of cut down Zen+ cores.
