Can you try disabling some of your optional plugins? I'm thinking one of these is the culprit.
Disable all of these at the same time then restart jellyfin.
"Kodi Sync Queue" "11.0.0.0"
"Merge Versions" "10.9.1.1"
"OPDS Feed" "5.0.0.0"
"Playback Reporting" "15.0.0.0"
"Reports" "14.0.0.0"
"Skin Manager" "2.0.1"
"Webhook" "13.0.0.0"
If one of these is the culprit, startup will take a couple seconds after disabling them. Then enable one at a time, restart jellyfin, and repeat until startup starts taking a long time.
Also, can you share your docker compose?
