This is the exact same issue I got with Jellyfin v1.11.1 player on two different Windows PC... one running Win11 and the other on Win10. After finding this thread, I reinstalled v1.9.1 and playback is working again.
My files are stored on a Synology DS418 NAS running the latest Jellyfin in Docker. It doesn't seem to be the server software as the videos will play in a browser, or on my Roku TV, or on my iPad.
I don't know if my log files could be any help to you... But I could dig them up if need be?
My Jellyfin is installed on a QNAP NAS using Docker. I'm using MediaPlayer version 1.9.1 or 1.10.1 without any issues, but I think the hardware decoding problem is on the PC MediaPlayer side. I'll wait and see if the next version fixes it.
