sounds like you set your client settings too low
log in to the web panel with that user, click the user icon up in the upper right corner, click playback
see what you have set as your client maximum resolution
chromecast will support 10 bit afaik but that can be a challenge for a lot of devices - https://developers.google.com/cast/docs/media
