After doing even more searching. I have found something!

Where it says that this can happen if "DOTNET_SYSTEM_GLOBALIZATION_INVARIANT = 1".
So I checked my docker for Jellyfin and found that it indeed is set as =1 there as well. I did not find out really how to change it, though. So I ended up stopping the container, duplicating it, and when I did, I was able to go in and edit the 1 to a 0. And now that this fixed container i s running. I did a new scan of libraries. And instead of abruptly going from 0 to 16 to done, it's now actually doing a scan! Things are popping into the empty libraries!
Now, since it has over a years worth of chapter images and trickplay folders to build... I'll have to wait a bit before I can claim it a victory... but at least, it seems something is moving now.
