I literally had to do nothing to get Jellyfin to see my test exFAT drive. It just appeared, no problem. I was able to directly play and transcode all the test videos. There are no security options anywhere for exFAT in Windows anyway, AFAICT.
Is your Windows user an admin?

This is a Jellyfin issue added another exfat drive same thing the fact the drive was Brand New?
Developers need to fix that error?

Jellyfin doesn't "read" the hard drives. Windows does. If Jellyfin can't read your files its because Windows is telling Jellyfin it isn't allow to read the files.
Are you able to play any of the videos on these hard drives with VLC? If these new drives are empty, reformat them as NTFS.
