If I had to guess, since this happens across browsers, there is some OS level captioning setting you have enabled that is overriding whatever you set in your browser/Jellyfin.

Yes, you are right. Just set some weird yellow on blue style under accessibility -> captions on windows settings and after restarting the browser, subtitles reflected that change. How do I make sure the browser's settings are the priority?

I'm assuming you enabled the captioning settings for a reason. If disabling captioning is not an option for you, I'm not entirely sure how to prefer the browser settings. I don't have a Windows desktop anymore so I can't poke around.
And Google searches aren't returning any clear answers regarding preferring the browser's caption settings over the OS.
