Yes, like others my collections were automatically created in a "locked" state ("Lock this item to prevent future changes"), *AND* "Save artwork into media folders" was enabled by default (in spite of my media directories being obviously read-only to Jellyfin - as they well should be), which was a deadly combination.

Please check in http://your-site/web/#/metadata that the collections items are not "locked for future changes".
I am not using the TMDb Box Sets plugin but the built-in collection generator, and it was what prevented me from getting metadata and pictures generated in the /data/collections folder (my installation went wrong, and I delete /data/collections, metadata, etc folders, but somehow the lock was kept for the collection items in the jellyfin db). As of now I did not find a way to batch unlock collection items, I have to unlock then lock them back one by one. Edit: sorry, I missed the existing answer https://forum.jellyfin.org/t-collections...4#pid46384 about the lock state. Still, I would be interested if there is a way to batch unlock collection items. Also, might be a bug that Identify does not return anything when an item is locked without a warning as to why it does so. Edit2: I found a way to batch unlock the collections items: in http://your-site/web/#/metadata edit the library item "Collections" set it to unlock, save. All its sub collection items will be unlocked.

Is there a setting that can be changed (either through UI or editing of xml file) that changes the default behavior of collections being automatically created in the 'locked' status? I found this thread troubleshooting the no image issue and unlocked and downloaded boxart for all my existing collections.
Now that I have identified the issue, I still have the problem that I have to go into all new automatically created collections, unlock the collection, and then rescan for missing metadata to get the boxart to work. I have found no setting to change this default behavior in the UI nor through a cursory scan of the xml files.

I tried out a test scenario just now, perhaps you did the following.
"Edit Metadata" for the entire collections library and then lock the entire collections library. It appears that all collections created afterwards are locked.

The image scaling defaults in the TMDB plugin are all blank so the image search doesn't work until you go into the plugin and set them. I was confused by this problem because all my movies and TV series had succesfully been assigned images, but I've now realised that that's because they were falling back to other image fetching methods like TVDB, OMDB etc. It seems that the issue stems from the fact that the only image fetcher available for the Collection library is TMDB, but the defaults for the TMDB plugin make the plugin non-functional for image fetching. I also had to unlock metadata for my collections like another poster mentioned. I definitely didn't lock it as I only just installed Jellyfin today for the first time and didn't touch that setting so it must have defaulted to that.

Thanks everyone in here for helping me get Collections working with images both on the main page called Collections and inside on the actual box collections of my movies/series.
I followed the advice and went to GITHUB where I searched for TMDb Box Sets Plugin in Google which brought me to https://github.com/jellyfin/jellyfin-plugin-tmdbboxsets I copied the build URL and pasted that into the -Catalogue-Settings-tap the + sign to add the info. I called the Repository name TMDB Box Sets and paste the URL I copied from Github into the Repository URL. From here it was a bit muddy lol but I basically logged into my Portainer in Linux, found Jellyfin and restarted the service. Then in Jellyfin I refreshed the Meta Data for Collections and after a bit I noticed I had all the Images! NICE!
